State investigates alleged San Diego Republican corruption

A small but vocal group of local Republicans is accusing county party leaders of conspiring to rig Central Committee elections and abusing office powers.
They allege the local party and state party’s chair of dodging campaign finance violation fines, using party resources for personal gain, ignoring party bylaws and State Election Code and harassing and intimidating other party members.
The executive director of the state’s Fair Political Practices Commission (FPPC) confirmed it is investigating claims that the San Diego County Republican Party chair Tony Krvaric violated the state’s independent expenditure provision of the Political Reform Act.
Two party members allege Krvaric conspired with candidates for the Republican Central Committee to stack slate mailers with people he considered “team players,” and excluded other party members from the mailers. Slate mailers are the primary means candidates use to get their names out to voters.
The complaint also names 2008 Central Committee candidates Michael McSweeney, Warene Wall, Michael Rosen, Gary Felien and Bill Baber.
California Republican Party chair Ron Nehring is repeatedly mentioned in an affidavit filed in support of the FPPC complaint, though Nehring is not the target of the investigation. The affidavit outlines more than a dozen other complaints that do not fall under the purview of the FPPC’s investigation.
At least three members of the county party - including a former staff member - however, say they witnessed “questionable” or “inappropriate” behavior by both Krvaric and Nehring.
Four party members were willing to discuss the FPPC investigation and other allegations. Because of their fear of reprisal and concern that Krvaric and party leaders would jeopardize their livelihoods or future aspirations in the party, they requested anonymity in this story.
Two additional sources confirmed information and allegations of improprieties, but declined to elaborate.
In conversations with these members of the local Republican Party, a dark portrait emerged of Krvaric, who has a documented past in Internet piracy. Sources said Krvaric likes to think of himself as the “godfather of politics in San Diego” and runs the party like a “mafia.”
They say the chair has created a culture of fear and intimidation among party members, going so far as to threaten some. They say Krvaric’s leadership and the perceived wrongdoing could have a catastrophic impact on the party’s ability to mobilize voters and win elections in 2010.
The party’s executive director Barrett Tetlow deferred to Krvaric for comment. Krvaric did not return a phone call or e-mail for comment. A call to the San Diego County Republican Party Office to reach Felien and Baber was not returned.
McSweeney - who is first vice chair of the party - responded to questions via e-mail while vacationing with family.
McSweeney made headlines during the primary election in 2008 when he worked as campaign manager for Mayor Jerry Sanders’ re-election campaign. McSweeney admitted to e-mailing mayoral candidate Eric Bidwell and giving Bidwell talking points to attack Sanders’ chief rival, Steve Francis. When Bidwell revealed the e-mail and instant message exchanges with McSweeney, McSweeney was fired.
Of the investigation, McSweeney wrote: “As of this writing, I’ve never been contacted by anyone at the FPPC. My feeling was it was a courtesy form letter. I did not coordinate any slate mailers or approve any funding for slate mailings. Any individual(s) can form a committee, raise and expend funds for any cause, measure or candidates. Look up the committee and it’s [sic] reports. I’m sure you’ll find everything was done by the book.”
In response to a question regarding Krvaric’s leadership, McSweeney wrote: “Tony’s done an excellent job as party chairman. I’ve found him to be open and accessible to our members, donors and volunteers. San Diego is the model as far as a county party goes in California. Krvaric’s reimbursements are reasonable, fair and accurate as far as I know. In fact, I don’t believe he bills the party for every out of pocket expense. The allegations are, at best, a gross exaggeration. Any member has the ability to ask the treasurer for any information regarding our Party’s finances, and to my knowledge nobody has asked the treasurer to explain any expenditures (I was a former Treasurer of our county party) to date.”
Of the party members who filed the complaint and the supporting affidavit, McSweeney wrote: “My guess is their [sic] are less than a dozen members who have had their feathers ruffled by Krvaric’s leadership. Instead of figuring out ways to work collaboratively, they write complaints, allege corruption, write and post on blogs under assumed names or anonymously and complain about leadership without pitching in and doing any work. You’ll find Monday morning quarterbacks in any organization. It’s always easier to complain than actually produce results.”
The party members who filed the complaint, however, say they were active and engaged with the party but have been turned off by Krvaric’s leadership.
“The way Tony is running the committee, there is no room for independent discussion or independent thought,” a source said. “That is not a reflection on the Republican Party. That is a reflection on these individuals and the tyrannical way they’re running the party.
“This has been taken to a really absurd degree. He just wants total control. … This is really sick stuff.”
Krvaric’s history with the SDGOP and the FPPC investigation
Krvaric emigrated to the U.S. from Sweden in 1992, became a citizen in 2003, and became active with the local party around 2004. A source said Krvaric was excited to be involved and enthusiastic about local politics.
A source said Nehring — former chair of the local party, “took [Krvaric] under his wing.” He appointed Krvaric secretary, and in 2007 when Nehring was elected to the state party, the local Republican Party elected Krvaric chair. A source said he noticed a change in Krvaric a few months into his first term, and in 2008, published reports of Krvaric’s dodgy past surfaced.
Krvaric was reported to be the co-founder of Fairlight, an online video-software piracy group. In an e-mail to party supporters, Krvaric dismissed the report as a “hit piece.” A source said after the Fairlight ties were made public, Krvaric became “really heavy handed with the [Central] Committee.”
Despite the reports, he was re-elected chair in December for a two-year term.
Sources say Krvaric sought early endorsements within the party for his bid as chair, telling party members he was the only candidate for office. Sources say, however, Krvaric had a potential challenger, and when some candidates for the Republican Central Committee declined to give Krvaric an early endorsement, he turned on them. They say Krvaric had “favored” candidates for the Central Committee, and went to great lengths to “stack the deck.”
The FPPC complaint filed in November alleges a local political action committee (PAC) - Citizens for a Better San Diego - violated the independent expenditure provision of the Political Reform Act. The complaint alleges Krvaric raised funds from party donors for the PAC, and then met with party officers - many of them Krvaric’s “favored” candidates for Central Committee - and planned, coordinated and approved the PAC’s independent expenditures.
Krvaric’s critics say the slate mailers also included names of candidates who did not authorize the advertisement.
According to the FPPC, independent expenditures are one type of expense filed by PACs. Independent expenditures pay for communications (a billboard, advertisement, mailing, television and radio commercials) that expressly advocate the nomination, election, or defeat of a clearly identified candidate, but which is not made to, or at the request of, a candidate.
These expenditures must be made completely “independent” of the candidate; no coordination can take place between the candidates or their campaigns and the entity that makes the independent expenditure.
The complaint says Felien and Baber - both candidates for Central Committee - admitted to meeting and discussing expenditures for slate mailers. The complaint also says Felien said a decision had to be made that was “best for the party.”
A violation of the independent expenditure provision is punishable by a fine up to $5,000, and in some circumstances, the commission may file a civil lawsuit seeking up to three times the amount of the unreported or underreported contributions.
A search of the California Secretary of State’s Web site shows the PAC, Citizens for a Better San Diego, was terminated on Dec. 30, 2008. The PAC’s filing lists April Boling - former candidate for San Diego City Council - as the PAC’s treasurer, but no other name is associated with the PAC. A source said Boling did contract accounting work for the party. Boling did not return a call for comment.
In the case of the local Republican Central Committee elections - which are outside the City of San Diego’s Ethics Commission’s purview - there is no telling when the FPPC investigation into potential violations will be complete, or whether the findings will shake the party’s leadership.
The party members who filed the complaint fear perceived corruption or infighting within the ranks of the SDGOP will cost the party critical elections in 2010 and alienate the city’s Republican base, which, according to voter ID numbers, has grown weaker countywide.
One source said he would like to take a vote of no confidence in Krvaric, which could lead to the chair’s ouster. But, he said, it’s difficult to rally support for a vote because party members fear Krvaric’s wrath.
“Tony Krvaric has a habit of harassing, intimidating and coercing individuals to do certain things,” a source said.
‘Inappropriate use of power’
The affidavit by a party member filed in support of the FPPC complaint included more than a dozen other accusations against Krvaric and Nehring. A source said the additional accusations do not violate laws, but the “inappropriate use of power … should be a concern of Republicans.”
Sources said Nehring has his eyes set on replacing Michael Steele as chair of the Republican National Committee.
Among the affidavit’s claims are:
- Krvaric submitted vague or incomplete reimbursement request forms, including one for a one-year-old, $6,000 trip to Washington D.C. Krvaric allegedly took before he was chair of the county party; he was subsequently reimbursed in full, the former staff member said;
- Nehring and Krvaric ignored party bylaws by pushing through endorsements of local officials - including Sanders for mayor - and candidates for state party offices without notification to the membership or debate in an open forum;
- Krvaric violated state election code by ignoring valid motions, refusing to allow debate, and hand-picking candidates to fill committee vacancies, despite the fact they had violated bylaws, and were not eligible for appointment;
- Committee members were denied access to executive board meetings, attendance reports are no longer made available, meeting minutes are incomplete and financial information is not provided;
- Party members were “threatened” into voting for candidates for California Republican Party seats; and Nehring and Krvaric orchestrated a proxy scheme - obtaining blank signed proxy appointments and cajoling party members into using them to vote for particular candidates.
- Nehring - former chair of the county party and current chair of the state party - dodged an FFPC campaign finance violation fine by having a communications firm take responsibility and pay for the violation; and in return, Nehring allowed the company, Bieber Communications, to “pad” invoices to the party for future work;
- Nehring charged monthly public committee meeting costs to a Hyatt Rewards credit card, and used accumulated points to take personal vacations;
- Nehring was “liberal in his expensing” of hotels and car rentals, and even expensed a gym membership as part of the party’s “victory strategy”; and as of January 2009, Nehring had not returned a laptop that is county party property; and
- At the annual Lincoln-Reagan Dinner Krvaric seated Rep. Darrell Issa’s guests - who Krvaric “ostracized … as disloyal” - at the back of the venue, despite Issa’s political clout and high sponsorship level of the event.
Sources for this story acknowledged that a number of the affidavit’s complaints seemed “petty” - but, they hope the FPPC investigation sheds light on other “questionable” activity by the party’s leadership.
“It’s all very petty,” said one source. “It all adds up and compounds to two and a half years of pettiness. It’s not just petty bickering. It’s a lack of trust and authenticity and integrity that starts to fall under breaking the law. That concerns me.”

Wow, this story is so full of BS it isn’t even funny! First off, it is a handful of lazy past members who never did anything to help the party but expected everything. Second, one of the main people trying to make something huge out of nothing real is Cliff Sumrall who has been paid a large amount of money by Steve Francis to do anything possible to hurt Tony because Tony backed endorsing the incumbent Mayor instead of the reinvented liberal labor union and environmental group lover, Steve Francis! This entire story is nothing but hot air just like the hit piece trying to accuse Tony of software piracy which was written by one of the farthest left democrats in San Diego, Miriam “communism is great” Raftery who the Sumralls and Consiglio’s buddied up to to try to hurt Tony for their own selfish petty reasons. To try to undermine the 1000’s of volunteers and members of the San Diego Party and every politician they have helped elect and every new member they have registered, has to be the most selfish thing I have ever witnessed! And to those who remained anonymous, grow a spine and admit who you are cowards! Real reporters would not have even included those quotes by people who won’t identify themselves.

This is just the tip of the iceberg. The corruption is going to be exposed. Here are some interesting questions. Why does the California Republican Party Chairman Ron Nehring make so many trips to Dubai? Who is paying for this? What do they get for the money?
The Republican Party of San Diego County had over 3000 precinct workers now they have less than 200. The people in power don’t want volunteers because they start asking questions. Like, where did the money go? The consultants can’t get kickbacks from volunteers so the volunteers had to go.
The “handful of lazy past members” comment is very cute. Your going to find out what a “handful of lazy past members” can do to clean up the Republican Party. We are watching everything you do. I hope you saved up some of the kickback money your going to need it for your lawyers.

Secondly, there are only a small handful of volunteers left since Tony Krvaric and Barrett Tetlow only want paid help ‘because volunteers are unreliable and hard to control’.
I guess the FPPC will decide if this is ‘hot air and BS’. If it is then Tony, and others won’t have to worry about it.

This is a good article, and I’m glad you are exposing the corruption in the local Republican Party. (I am a registered Republican, but I am disgusted with the locals.)
We have had our run-ins with this crowd as a byproduct of our activities with the Grantville Action Group. The local planning group, Navajo Community Planner, Inc. (NCPI), is dominated by Republican Party insiders. This crowd includes Matt Adams (BIA lobbyist), Mike McSweeney, Jay Wilson (former Madaffer staffer) and Mark Rawlins, who is high up is the local Republican hierarchy. And at the beginning of GAG, we were confronted with a pro-redevelopment group, coincidentally called “Citizens for a Better Grantville,” which was fronted by a paid political consultant.
During the last District 7 City Council campaign we heard rumors that April Boling was operating as the treasurer for an independent expenditure group that was cutting checks to her campaign. Could “Citizens for a Better San Diego” be it? It’s worth checking out.
Anyway, keep up the good work. I’m turning more and more to SDNN for stories like this.

This article is right on! I have been telling the RNC and the CA Republican Party that I can’t donate to them as I have in the past unless and until they do something about the corrupt, special interest, big business, big government Republicans we have pulling the strings here in San Diego. SDNN can expect a lot of flack for having the guts to run this story. I would also like to know if April Boling’s campaign received donations from the Citizens for a Better San Diego. Wouldn’t that be illegal?

I doubt this will go anywhere. Bill Horn was, and is, guilty of much more serious violations of the Fair Political Practices laws during his last re-election than those reported here. All that happened was he was fined $12,000 by the FPPC that was paid for by his campaign committee. Criminal charges should have been filed against him and his chief of staff.

Claire: What hope is there to make progress with a bunch of thugs running the Party through fear and intimidation? No one wants to volunteer time or money when a Party is run like this.
There ARE many more important battles to fight. Our first battle must be to clean our own house. We lost many races in the last election - some by as little as 50 votes. The “Obama Wave”, as our current leadership likes to refer to it, didn’t cause us to lose that many local races by such slim margins - the San Diego County Republican Party leadership failed. They are corrupt, incompetent, unaccountable and progress is not possible as long as they are in charge. Sticking your head (and BRAIN) in the sand and ignoring the problem is not a plan for success and may blow up in your face at the worst possible time. “Hope” is not a strategy!
It is not hard for Tony to get ‘re-elected’ when he stacked the Committee to begin with.

To send out an E-mail blast without anything more than hearsay is reckless.
For the person or persons to make these accusations, but do it anonymously is disgusting.
Let the proper agency take care of this problem, if there really is one?

the latest attempt to break clean of tony’s control was done WITH names attached, not anonymously. what happened? tony sent the fellows EMPLOYER an email and letter DEMANDING he fire the individual. he sent several attempts to intimate with this person. can you imagine something you do on your own time being relayed back to your employer? one of fundamental rights as a citizen. well, then tony hardly understands that.
don’t tell others how to behave. you well know what the consequences are and have been since many went on records.

Tony Krvaric has a history of harassing employers of central committee members who disagree with him.
All Republican Members of Congress and one Republican Nominee for Congress have been contacted by Krvaric to complain that their staff or representative on the Committee was not part of “Team Tony”.
In fact, I recall Marc Schaefer of Congressman Bilbray’s office stating on more than one occassion that despite having been elected to the Central Committee by the voters of San Diego, he would lose his job if he continued to partake in Central Committee meetings or Republican events. This was after Tony Krvaric and I believe Ron Nehring contacted his boss to complain that was not a team player.

Question:
It was reported that at the end of the last general election the state party had $36,ooo,ooo.
Now, eight months later, it is reported that the state party had to move to smaller offices as it cannot pay the rent for the larger offices in Sacramento. What happened to the $$$$$? Does spending $1,000,000 per week require creative accounting?

It’s well documented that Schwarzenegger can’t stand Ron Nehring. It’s also well documented that Ron Nehring is disliked by nearly everyone on the board of directors of the CAGOP, aside from Gary Felien and Tony Krvaric.
The movement to remove Ron Nehring from the CAGOP has also been well documented over the past several reasons, for many of the same reasons Tony is being investigated for. Tony learned well from Ron Nehring, that the expense account of the republican party is just like your own personal check book.
That type of mind-set cannot be allowed to continue.

This current Tony Krvaric & Michael McSweeney Republican leadership team are ethically challenged, demonstrate an obvious lack of integrity and need to resign. They more than typify what occurs when no one is watching over the store and holds individuals accountable for ones actions & behaviors; i.e., it gets looted. Not to mention how everyone connected with the party (Central Committee members and elected officials) are implicated by extension. And you may very well ask “why not if they simply sit on the sidelines and continue to let this pass as business as usual?” Maybe the FPPC investigation will take care of business for them. Just where are the local Republican state senators, assemblyman, not to mention the 3 Republican Congressmen (Issa, Bilbray, Hunter) backbones’ on this? I have heard there was and currently is a candidate for Congress that tried to clean this situation up and call attention to it to the rest of the Cental Committee but they instead chose to be cowed by threats because of the stranglehold Krvaric holds over them. Sad really when you have someone willing to stand up for you, take the slings and arrows, call it as it is and they in turn shrink and scurry away. A pox on them. What brave souls they are. Not! Can you say losers?

Krvaric has also been involved in other weird situations, that definitely sounds like he bribed a candidate to drop out of a city council race, by offering to buy out the cost of his campaign consultant.
From what I’ve been told by 3 credible sources, during the last election cycle, Tony Krvaric approved payment of over $4,000 to Jerry VanDeWeghe, campaign manager for Robert Ilko, a candidate in San Diego City Council District 5. In return, Ilko ended his campaign for City Council against Carl DeMaio.
VanDeWeghe was thereafter given monthly “contract” payments, though he provided no tangible service to the Party. In fact, Tony Krvaric often complained of VanDeWeghe’s “uselessness.”
It was common knowledge to many that Krvaric’s arrangement was done soley for the sake of eliminating any competition for Carl DeMaio, who was a favorite of Tony Krvaric, Ron Nehring, and the “inner-circle” leadership of the Party.

Why don’t Tony Krvaric, Michael McSweeney, Warene Wall, Michael Rosen, Gary Felien and Bill Baber answer the allegations in the FPPC complaint when asked by the press? Are they afraid if they lie to the press, it might cause them a problem when the FPPC attorneys depose them? Can anyone say ‘perjury’?
Answer the accusations and put this all to rest. Who are the spineless, brainless ones here? Let the facts speak for themselves - apparently Tony Krvaric and friends have no intentions of answering the complaint in public or to the Republican Committee. The only thing they ever say about this to the Republican Committee is that there is no active FPPC complaint and it was dismissed. What other lies are they spinning to keep the Party donors and supporters happy?
We’ll all have to read about this later, when the FPPC finishes their investigation and releases their findings.

There have been numerous occasions over extended periods of time, during which both Tony Krvaric (Chairman of the San Diego County Republican Party) and Ron Nehring (California Republican Party Chairman, Former Chairman of the San Diego County Republican Party) exhibited behavior that have been found to be both inappropriate and questionable. It is my intent to share these observations with you.
Ron Nehring, while chairman of the local Party, insisted on receiving Hyatt Rewards Points for the monthly public committee meetings held, according to the Election Code, at the Manchester Grand Hyatt. Monthly costs for these meetings often equaled or exceeded $1,500. - $1,900. On one occasion, Nehring, realizing the hotel had suspended this accumulation of award points (since the Party was paying), had staff repeatedly call hotel catering services to have the points reinstated. Nehring continued this behavior while at the CRP, and used the awards accumulated to take personal vacations around the world. While chairman of San Diego he even took an excursion to London for the weekend on these points, or so he boasted to staff. He was very liberal in his expensing of hotels, car rentals, etc. even in the San Diego region, little more than an hour or two drive from his home in Crest, CA. After he left San Diego for the CRP, Nehring retained Party property, including a laptop, which he has yet to return as of January 2009. Recent media reports have exposed this same sort of behavior at the CRP to this day; disclosures show Nehring even expensing gym memberships as part of the Party’s “victory strategy.”
Nehring also utilized county Party employees in his CRP election campaigns “without reimbursement,” or rather on the local Party’s dime. Staff was asked to attend conventions and “required” to assist in his campaigning, which included, but was not limited to, whipping voters and distributing fliers, buttons, signs, etc. Nehring (and Krvaric) also required staff to assist in the campaigns of CRP Vice-Chair Tom Del Becaro and CRP Vice-Chair-South Warene Wall. At these same conventions, Nehring and Krvaric masterminded a proxy scheme by which they obtained blank signed proxy appointments from CRP members across the state. These were assigned to “trustworthy” alternates who were pressured to vote for particular candidates.
Also uncovered was a special arrangement between the county Party and their preferred publisher, Bieber Communications. While Nehring was chairman he incurred campaign finance violation fines. However, rather than have the Party pay for it, and consequently have a blot on his “record,” he arranged for Bieber Communications to admit culpability and pay the fines in their entirety. In return, the Party was to use Bieber for all our design and publication needs. Nehring encouraged Bieber to “pad” invoices, essentially charging extra, so they would eventually be repaid. When Krvaric was first chairman, he was unaware of this arrangement and was rather angry that we were continuing to use Bieber at an elevated price compared to competitors. Eventually, though, he acquiesced and continued Nehring’s practice.
Krvaric has also abused his financial privileges. He submitted numerous incomplete or suspicious reimbursement requests. Many of these were eventually approved by April Boling (Accountant of the San Diego County Republican Party). In at least one instance, invoices were unavailable, but it is our understanding Krvaric was still reimbursed. Mileage reimbursements hardly ever included the specifics required of employees; often, they consisted of merely “2,000 miles” for “Party business,” etc. Employees, on the other hand, were required by Krvaric to provide detailed descriptions of travel, including odometer readings. Krvaric spent thousands of dollars on items unapproved by the Executive Committee, including laptops. When Krvaric was elected chairman, he proceeded to submit reimbursement requests to the sum of $6,000.00+ for a trip to Washington, DC, which had taken place over a year previously. Boling initially hesitated to approve this because of the length of time that had elapsed and the inconvenience of amending over a year of reports. Krvaric was ultimately reimbursed, to the best of my knowledge, in full.
Additionally, during the last election cycle, Krvaric approved payment of over $4,000 to Jerry VanDeWeghe, campaign manager for Robert Ilko, a candidate in San Diego City Council District 5. VanDeWeghe was thereafter given monthly “contract” payments, though he provided no tangible service to the Party. In fact, Krvaric often complained of VanDeWeghe’s “uselessness.” It was understood within the office that this arrangement was approved in order to eliminate any competition for Carl DeMaio, who was a favorite of Krvaric, Nehring, and the “inner-circle” leadership of the Party, which included Coronado Communications, a favored vendor.
Krvaric organized a similar scheme for Michael McSweeney, Vice-Chairman of the local Party, who was later fired from the re-election campaign of Mayor Jerry Sanders after it was publically revealed he had attempted to bribe one of the mayor’s opponents. Krvaric also withheld payment from other candidates to whom he had a verbal contract to pay filing fees, etc. These candidates included Jeff Perwin and Dan Felser. Krvaric’s refusal to reimburse Felser lead to two private suits against the Party and Jonathan Buettner, former COO, which were eventually settled out of court. Perwin, who was also contracted for database management and GOTV precinct operations, was repeatedly harassed by Krvaric, who would withhold or delay payment of services provided. Krvaric accused Perwin of not fulfilling his obligations to the Party (as a candidate and as a vendor) and threatened to end his involvement in local politics if he did not cooperate with his demands. In fact, Krvaric ordered me on numerous occasions to ignore Perwin’s calls and e-mails for these stated reasons. Eventually, payment was disbursed only after Krvaric obtained an ex-officio alternate appointment for one of his favorites.
Krvaric’s relationship with Coronado Communications is rather suspicious. During the election cycle, there were numerous e-mails and joke graphics that were passed among committee members and donors lambasting Krvaric as a “part-time partner” of Coronado. Krvaric often worked out of the offices of Coronado Communications’ headquarters (then located in downtown San Diego) to have check requests signed and oversee other efforts. Tony seemed to have his own desk at which he was always working. Often he would spend long periods of time at this desk. He had a close relationship with both Duane Dichara and Jennifer Jacobs; the former being considered a “puppet master” of local politics both in San Diego and Sacramento.
Krvaric withheld payment for almost a year on legal services provided by McAteer & McAteer of San Diego. He was apparently unsatisfied with their services and had expected them to provide them pro bono. He expressed these very sentiments to others, exclaiming they ought to be grateful they were even asked by him to provide this legal advice. Krvaric has been quoted saying he would “destroy” them and their reputation in the city, telling donors to take their legal needs elsewhere. He hinted at doing this for other vendors as well, including the Party’s preferred office supply printer, Minuteman Press.
Krvaric and Nehring also manipulated the committee and executive board on other elections issues. Krvaric rejected the standard endorsement questionnaire submitted to all GOP candidates. He specifically added questions regarding criminal records, to target conservative Christian activist James Hartline, as well as whether candidates had declared bankruptcy. The latter was specifically included to harass and intimidate long-time GOP activists Larry and Rose Urdahl. James Kelly, a member of the committee and a colleague of Larry Urdahl on the Grossmont Union High School Board of Trustees, was instrumental in this harassment. Numerous committee members protested this singling out; Krvaric refused to publically acknowledge their complaints. Krvaric and Nehring also pushed through numerous endorsements of local officials and candidates for CRP office without prior notification to the membership or debate within the meeting. Dissenting committee members were frequently accused of “not being on the team,” especially if they raised concerns over early appointments, or those appointments made by “acclamation.”
Krvaric and other Executive Board members were responsible for the publication of slates for the Central Committee elections. They used San Diego Republican Party Executive Committee meetings in which names were compiled of those who should be the chosen electorates for the slate mailer. These secret meetings have been affirmed by many staff members of the San Diego Republican Party, as well as by Gary Felien, the Party’s treasurer, in casual conversation. I was also aware that April Boling, the Party’s accountant, was aware of what was going on, as she was the treasurer for the slate’s front organization. I do not know the extent to which she was knowledgeable of Krvaric, Nehring, and other committee members’ involvement.
As for other committee matters, Krvaric has violated numerous sections of the State Election Code and the bylaws of the Republican Party of San Diego County. Due to basic ignorance of the rules of parliamentary procedure outlined in our bylaws, Krvaric has repeatedly refused to allow debate or to entertain valid motions, despite the objections of many central committee members and those of William Baber, a lawyer and General Counsel to the San Diego Republican Party. This was especially highlighted in the controversy over the filling of vacancies to the committee. Not only did Krvaric refuse to dismiss members who had violated the bylaws by a universal standard, picking and choosing who to remove instead, he also deliberately misled committee members and legal counsel. Both Nehring and Krvaric lied to Charles Bell of Sacramento, CA, who is often employed by the Party for legal advice. Party staff contacted Bell on numerous occasions to clarify his memoranda and express their hesitancy to accept what Nehring and Krvaric were telling him privately. Ultimately, they retrieved documentary evidence of Krvaric’s wrongfulness, based on a footnote in one of Bell’s memos. These were provided to legal counsel and a final letter was released to the Committee, paid out of its funds. Krvaric refused to make this final memo available as he had with all the others supporting his position. Bell refused to take calls or to respond to e-mails from members or staff. Krvaric confronted both Buettner and other staff over this matter, accusing them of being “disloyal,” “backstabbing,” and not part of the “team.” To this day the memo has not been released.
Krvaric also “fired” two female staff members and forbade them from even setting foot in the office again, accusing them of being “sexual harassment liabilities.” He later “fired” COO of the San Diego Republican Party, Jonathan Buettner, while sending out a public memo that he was off to a better job. Krvaric has also lamented how he should be the “godfather of politics in San Diego.” His goal is seemingly to garner favors and “debts” to his name; he wanted people to “owe him” and vice versa. Krvaric had also privately acknowledged that in 2009 he would “cleanhouse” and take care of committee members who were not cooperating with his regime.
Complaints are voiced monthly by several members of the Central Committee about the misconduct of Chairman Tony Krvaric and his new Executive Director, Barrett Tetlow. Barret has verbally abused more than one committee member and refuses to answer phone calls and e-mails on many occasions. Committee members are also harassed continuously by Krvaric and his executive board. Anthony Porrello, a dedicated Party and committee member has been verbally assaulted by Tetlow. He is essentially banned from party headquarters and has been surrounded by Krvaric and Tetlow, and threatened with having calling the police called if Porrello does not stay away.
Committee members are also denied access to Executive Board meetings, which was not regular policy previously. Rosters are not provided to members, despite the fact they are public information regarding elected officials. Krvaric has suggested that members collect information on their own to make their own lists. Attendance reports are no longer provided for members, leaving no accountability as to whether individuals are in compliance with the bylaws. Finally, meeting announcements are not provided as in accordance with the party bylaws. Minutes are often incomplete; financial information is never provided. In our own experience, Krvaric and his staff have refused to include many members committee mailings and virtually ignore the appointments of alternate members of the Central Committee.
On May 11, 2009, at the latest regular central committee meeting, Gary Felien, in his “secret” treasury report to committee members, discussed certain “accusations” being spread around the committee by “certain individuals.” He did not elaborate and Tony refused to allow any discussion of the matter, but Felien seemed to be concerned over rumors regarding financial mismanagement. He ended his remarks as follows (this is not a direct quote): “Even if there was something going on, it’d be like .1% or something, and that’s nothing in the large scheme of things. We shouldn’t be worried about that small amount of money….we have so much something’s bound to get lost.” This is the sort of chicanery committee members are forced to endure month in and month out.

I am a Community Leader with the Republican Party. Several of my Community leader friends and myself will no longer help the GOP until Krvaric, Nehring, Mcsweeney, Wall, Felien, Baber and Rosen step down. They do not represent Republican values.

Given the very disturbing issues that have been brought to light by the SDNN.com article about Tony Krvaric, the numerous violations which have been filed with the FPPC and are under investigation, as well as the disappointing conduct of Krvaric in his position as Chairman, it is requisite that he resign as Chairman immediately, for the sake of the face of the San Diego Republican Party.
Your are encouraged to contact Tony Krvaric himself and ask for his resignation. It would also be of great value to contact San Diego’s highest ranking elected officials to encourage them to do the same, Senate Republican Leader Dennis Hollingsworth and Congressman Darrell Issa.

Having read all of the allegations against the current members of The San Diego County Republicans as well as the comments submitted as of this writing — I must say that my attempt to understand what’s happening, who’s doing what and why, resulted in the conclusion that only the Democrat Party will benefit from this fracas!
So — here’s my comment;—-
DO THE ‘PLAINTIFF’S WANT MORE OF THE “HOPE AND CHANGE THING”? IT’S CERTAINLY NOT WORKING OUT FOR ME! More of that is all that can be accomplished by undermining local Republicans.

Heck with investigations. Heaven forbid that people–many within your own party–should discover the truth. It’s people like you who continue imploding the GOP. You are your own worst enemies.

overlooking corruption in our own local party is the REASON for the loss of elections, not a reason to win elections. the corruption allows for illogical decisions to be made, and ones that do not consider what the public wants for their electeds, and who should run. candidates should not be picked in dark rooms between shady characters. this isn’t Chicago. it should be in the light of day, and be able to stand the scrutiny of the common voter.
bet it would surprise you to learn the many candidates are told they are not ALLOWED to run. yes, this is the United States, and the creeps at the helm are redifining what our rights as citizens are. do you think then, that the buffoons they choose will then fight corruption in congress or elsewhere, or simply do there what they allowed here?
WAKE UP this is why we will continue to fail to win. we NEED to clean this up!

Thomas Rees: Maybe you have your Parties mixed up - I thought it was the Democrats that support their own when corruption, incompetence, and unaccountability are involved. Ignoring the problem is not a plan for success.
Republicans lost many local elections last November by slim margins. The local Republican leadership needs to take more responsibility for those losses or you WILL get “MORE OF THE “HOPE AND CHANGE THING”!” that’s not working for ANY OF US!
If I recall correctly, Sarah Palin didn’t look the other away when the Republican Party leadership was corrupt in Alaska.

I am a registered Democrat. However, neither major party seems to serve the interest of its citizens. It is shameful. I hope the GOP can do some needed housecleaning prior to 2010. The following video highlights the enormous problems:
